Reg file to get rid of "CryptographicException"

In terms of the link here (by stefan goßnery), the only way to get rid of the "CryptographicException" which pops up when rebooting OWSTIMER.EXE process is to disable the visual studio debugger.  To make it convenient, I built two reg files to enable and disable the Visual Studio debugger feature.
